The Angler is an NPC at The Shores who runs the raffle for the Angler Outfit — the game's Fishing chase set. He trades bulk cooked fish for raffle tickets; what the tickets pay out is entirely random.

Hand over 1,000 cooked fish — 250 each of Cooked Herring, Cooked Trout, Cooked Bass, and Cooked Tuna — for 10 Angler Raffle Tickets.
